Tactical Data Links

After providing technical services to support the enhancement and development of Tactical Data Links (TDL) to SAIC from September 2005 through September 2010, EMNDS began work on this follow-on contract in November 2010. EMNDS provides requirements analysis, feasibility analysis, and systems engineering support for the Tactical Command and Control (TAC C2) division of the Navy Command and Control program office (PMW 150), the Navy leader in the acquisition of tactical data link capabilities for USN, joint and coalition partners. Work includes support to the Link 16 Network Program, JTIDS, MIDS on Ship (MOS), Link 16 Network Enhancements (DNM, frequency remapping, crypto modernization, etc.), and MOS Modernization with MIDS JTRS.

Joint Tactical Networks (JTN) Program Office (PMO)

The JTN PMO will facilitate “secure, interoperable, and affordable joint and coalition software-defined, tactical networking capabilities for Service, Joint, Combatant Commanders and industry partners. Building on a legacy of software-defined radio technology experience, [the JTN PMO will] develop and/or modernize radio waveforms and test and certify our partners’ tactical networking devices to ensure interoperability across the Services. We improve the U.S. warfighter’s ability to communicate and share information over secure radio communications.” EMNDS provides program management, operations, financial management, and cost-estimation services to the JTN PMO.

Joint Tactical Radio System (JTRS) Network Enterprise Domain (NED)

JTRS, the predecessor program to the JTNC, was divided into several domains, including the NED the predecessor to JTN PMO. Within the NED, EMNDS provided program management, operations support, financial management, cost estimation, and test and evaluation. The test and evaluation (which continues today under a separate program) included planning, execution, recording, analysis, and reporting of tests of the functionality and performance of the radio sets, the software waveforms, and network management functions.

Under Task Order N000178-04-D-4556 / D.O. NS05, EMNDS supported the Space and Naval Warfare Systems Command (SPAWAR) and the Defense Information Systems Agency (DISA) on the Joint Project Manager for Information System Test and Evaluation (JPM IS T&E) program. A synopsis of that experience follows.

Joint Project Manager for Information System Test and Evaluation (JPM IS T&E)

EMNDS provided technical services (including installation, integration, information assurance, maintenance, and test and evaluation) to enable the effective integration and operation of the Joint Effects Modeling (JEM) and the Joint Warning System (JWARN) with multiple C2 systems. The C2 systems included several Global Command and Control System (GCCS) variants.
